Question on possible simulcasting

Earlier today, I heard what appeared to be controller audio, simulcast onto other VHF airband frequencies, at KDEN. I identified seperate simulcasts for Tower, Ground and App/Dep and on each, all you can hear is the controller. Is this normal operation?

Database searching and Google revealed nothing related on the "simulcast frequencies", or even licenses.

Yes, it's a normal operation. At off hours such as an overnight shift with low traffic, controller positions may be consolidated. One controller may be manning tower, ground, and clearance delivery. They can combine those frequencies so when they key up, it transmits out to all three freqs, as they're monitoring all three as well. At least that's how I understand it.

Happens during off hours at YYZ as well - one guy usually handles arrivals, departures, ground and tower in the wee hours and incidentely it's the only time you can hear departures transmissions on liveatc.net for YYZ.

The consolidation makes sense during slower hours.
The one part I'm unclear on is the frequencies I'm listening to are not published freqs for any airports in the area, but the traffic is clearly KDEN.
