planes transitioning from bur airspace to cahuenga pass

when planes transition from bur airspace to cahuenga pass the controller says: "radar service terminated freq change approved". What is the freq that they change to? is it a controlled freq? or is it similar to what whiteman tower is after 8 pm & before 8 am? any info would be appreciated

They mean ANY frequency.

This is standard ATC phraseology.

Any frequency the pilot wants to switch to or none at all.

Basically the pilot is being told that he/she no longer has to monitor the ATC frequency that they were just using. No hand-off required.
Sort of like a QRT, or in the old days 'over and out'.
