I'm actually saying the opposite!
Let's take the highest point in that area: Mt. Wilson at roughly 6000ft, or even Mt. San Antonio, at 10000ft. If the METAR around that time is showing few clouds at 12000ft, you'd still have line of sight with the highest point (again, not taking the smog into account). The transmitter is definitely much closer to the feed site than that, so even with few clouds at 200ft, you'd still have some visibility. I've only seen a feed really take a hit with a BKN or OVC ceiling really low, or even VV001. FEW002 shouldn't cause that, let alone FEW120.
