JFK Delays?

it sounds like, (from me just listening for 5mins) that delays are so bad that Planes are shutting their engines down until they are able to go.

Does that happen only when the delays are a certain amount in length?
How bad are they (the delays tonight).?
Is their a web site that you can get this info for any airport?

JFK's running an average of 185 minutes on departures under a ground delay program, requiring EDCT's. They're also running DSP to CLT and 25 MIT over WAVEY thru 0100z.
