Is this trying to say the the radar site providing coverage for N90 is down? I just didn't really understand what it was trying to say. And also if this is true, why wouldn't it affect the other airports? Basically I don't get it, any clarification would be great.

on a side note, i have heard it said that N90 is located in Garden City, and I have heard it is in Westbury (or something like that) So where is it?

Its somewhere over there, but I forgot exactly where it is. Its somewhere in the mid section of long island, most likely in nassau.

The article wasn't too clear which radar site(s) went down, or if there was simply an issue with the radar feeds being piped into the facility.  When the HPN ASR-9 is down, the LGA area sectors usually revert to EWR radar which makes the computers and other affected equipment act a little screwy (LGA departures won't always tag up, etc).  This happened once when I visited the facility and the controller working LGA departure got chewed for screwing up a departure due to the system/computer malfunction(s).  The ASR sites are at EWR, JFK, and HPN.

N90 is located in Westbury, specifically on Stewart Avenue.
