JIA5278 Cabin Pressurization Problem

On December 31, JIA5278 had just departed Washington's National Airport (KDCA) and was climbing through FL260 when the crew encountered a cabin pressurization issue.  They stopped their climb and immediately started a descent to 10000 feet.  They decided to divert to Lynchburg (KLYH).  They declared an emergency, ran through checklists, asked for delaying vectors to burn off fuel and landed a short time later safely on runway 22.
