ENY3808 Returns to Chicago with Flap Issue

On December 23, Envoy flight 3808 (ENV3808) departed Chicago's O'Hare Airport enroute to KHPN and was climbing to 15000 feet when the crew reported that they had a flaps problem.  The flight crew ran through some checklists and decided to return to Chicago.  The crew ultimately declared an emergency and landed safely on runway 10C a short time later.
