Cirrus SR-22 Stuck Flaps

A Cirrus SR-22 was about 20 miles north of DuPage airport in Illinois when the pilot encountered a stuck-flap problem.  The aircraft turned around and returned to DuPage airport.  The tower declared an emergency on their behalf and sent emergency vehicles out to the runway.  The aircraft landed safely a short time later.
