If you read the entire NTSB report, it gets really interesting. Here's a guy, flying a C525 an a visual appch. Does a 360 before getting to the airport, does a flyby, on an upwind. Turns around a tries to land on a 2950ft runway with a 10kt tailwind. Doesn't touch down until a 1000' down the runway. Applies the brakes and locks them up and skids off the runway. Attached to the yoke is the airport chart that clearly states "No jet aircraft allowed". He is on an IFR flight plan, yet NOT IFR rated. And he owns the airplane/sailboat.
