AAL1472 Flap Issue at KIAH

On January 22, AAL1472, a B737-800 enroute from KDFW to KIAH, was just about to land on Houston's runway 8L when the flight crew opted to go around.  Cloud bases were at about 450 feet at the time with some heavy precipitation in the area.  The crew told ATC that they could not extend the flaps completely.  They aborted a second landing attempt and then decided to divert the Lake Charles (KLCH) where they landed safely a short time later.  The crew at some point reportedly declared an emergency although this cannot be heard on the attached audio file.  Some of the ATC portions of their flight were not available.
