Title: Who Controls LFVP?

I have a post up on my blog that I hope someone here will be able to answer.

The short of it. Who is repsonsible for the airspace around St. Pierre et Miquelon. It is a french territory off the coast of Newfoundland. Is it NavCanada or the French Air Traffic Controllers?

Well Saint Pierre et Miquelon is part of France, so I the French air space is controlled by French people.
TMA and CTR of Saint Pierre is controlled by St Pierre. You should find detailed information here:

Anyway it exists in France some special airspace located near border. I'm living in Biarritz (south west of France), that is very close to Spain border. There is an airport in Biarritz and one in San Sebastian located in Spain. Both are separated by less than 20 NM.
I know that Spain control the south part of france (I had to contact San Sebastian tower to fly south part of france close to the border) and Biarritz approach control all flights during Spain approach (from north)  till final.
