Try to get an IFR clearance from another airports RCO

Say your at an airport and there is also another airport nearby that has an RCO, your trying to get a IFR clearance at your airport but you just can’t get a word in. What would happen if you were to try an IFR clearance from the other airports RCO? An example would be KEWR and KLDJ.

KEWR would NOT have your IFR flight plan on file at their tower. If you call up EWR while parked at LDJ, they would tell you to contact New York Approach and give you the designated frequency. N90 would be the only one's that would have your IFR strip. In short, no.
