Okay guys...Here's the scoop. Let's pick a common airport. JFK. At night, they combine all COMs on 125.7 for approach/departure. And 119.1 for Clearance/Delivery/Ground/Tower etc. How do they decide which frequency they're going to use to combine everything to? I may not be asking this question very well, but let's see what comes out of it.

They just pick one and it becomes part of their SOP (Standard Operating Practices).

I don"t know about the tower side, but the TRACON where I work it is simply the frequency of the sector we eventually combine down to for the mid.
I do know in the tower you are not supposed to use ground control frequencies for airborne aircraft. So combining everything to local sounds logical.
