Banner Trailing

I wonder if anyone (ATC Controller/Pilot) knows whether you require ATC permission to trail an advertising banner behind a light aircraft? Obviously a flight plan has to be submitted to ATC for the flight, but the banner?

It's not as easy as it looks.  Here is the FAA documentation.  Also, you might be mistaken about when a flight plan is required.
