ATC Delays...

Can anyone decipher the following reason for a delay on the FAA.gov website? It reads:

Due to TM Initiatives:MERIL DTA 20 MIT PER ZDC, traffic is experiencing Gate Hold and Taxi delays between 46 minutes and 1 hour in length and increasing.

I got ZDC as Washington Center. I assume this means the delay is being initiated by Washington Center. While I am not an instrument rated pilot, I know that MERIL is a transition used for the CLT approach. I just cannot figure out the rest.

Washington Center wants all aircraft landing CLT via Meril 20 miles in trail. TM is traffic management also called TMU. So ZDC's TMU is the one putting out the mile in trail.
