Mysterious Beacon

Hello,

A beacon showed up on my airband scanner this morning. Does anyone know what that would be?
It had a silent center carrier with one upper and lower sideband that would keep alternating with different audio frequencies.
The signal was pretty weak but seemed to be stationary. I tried picking it up with the SDR. Attached is a visual and audible sample.
