Title: Winnipeg FIC?

Can someone tell me what the listing "Winnipeg FIC" is?  Seems to be some type of RCO (Remote Comm Outlet) but not sure what it is used for.  We have a potential CYWG feeder and just trying to figure out the frequency listings.
