Title: why is the controller side of Tx fuzzy?

I have noticed that on the KTPA feed and others I can hear the pilot just fine but when the controller is speaking it is to fuzzy or garbled to hear.  Any way I can fix this or is this just the way it is?

Controllers are at ground stations. Aircraft in flight are obviously transmitting from the air.
