For the past year or two, every time that I fly in or out of Toronto, I notice about 6-7 CRJ's parked in front of the Skyservice / Westjet Hangar. The tail cones look similar to the new Delta colours, but there is no airline name on these planes. Just curious why they are there and are they ever used ?

Is this the airplan in question? It's a Canadair CL-600-2B19 Challenger 850. N888GY (cn 7471) is owned by Wumac Inc. This pic was taken at CYYZ on April 19, 2009. Hope this helps! :-D

Is it an airliner or a corp jet? CRJs and Challengers look alot alike...

Looks like CRJ's 100 to me. Attached is a photo of the Skyservice Hangar. This must be an old photo, because the planes that I have described are not there, but that would give you the current location where they are parked.

Not intending to insult your intelligence here, but the only aircraft I could find with "similar" colors to the new Delta is Skyservices fleet of Learjet 35s'. I am positive you know the difference between a CRJ and a Learjet! :-D
Below is a pic of one such Learjet at CYYZ, and a Comair CRJ in new colors...similar...
