I use an android device to listen to liveatc and it only takes about 5 seconds to connect. Not sure what's going on with you; is it like this with any feed you try to connect to?

The core media functionality in Android uses a very large buffer for direct streaming audio connections. This is why it takes a while to buffer in the browser.
