Yes, usually. Depends on the airport, some feeds have Tower and Ground on the same feed if it is a slower airport. Bigger airports will have all tower freqs on one feed, ground on another, and clearance delivery on another. Some will be all on the same feed.
Take the KMCI for example:
"KMCI Del/Gnd/Twr/App Kansas City, Missouri, United States"Meaning clearance delivery, ground control, tower control, and departure control are all on the same feed.
On the KJFK TWR feed you are listening to:
"JFK Tower (4L/22R, 13R/31L): 123.900
