Title: What is just off 4r at more the 6000 at kjfk

I am listing to the KJFK tower feed and I keep hearing the tower controller when he is clearing a plane for landing or takeoff say some beginning with an a is off 4r at more then 6000 but I can understand what it is. Any ideas?

Thanks I hadn't heard a controller at KJFK say that before

Whenever the ground visibility starts to drop significantly you will hear this at many airports.  You will also see it in the METAR:

KJFK 201351Z 09008KT 1/8SM R04R/4000VP6000FT -DZ FG OVC002 09/08 A2989 RMK AO2 SFC VIS 1/2
