It seems like after every aircraft transmition the controler has to get in the last word by saying "Beatrix."
IS there a reason for this?

Just a local procedure - either habit or mandated by some local rule or regulation.  Not much different than Canada where they say 'roger' after every pilot's transmission readback.

That's an normal procedure in the antilles, if you listen to the Curacao Feed you will here it too... but not that often!
