Why is it when I hear private aircraft at times check in w/ATC by saying "TANGO NOVEMBER" then their tail number ??? Example if N123AB checks in by saying TANGO NOVEMBER 123 ALPHA BRAVO. What is that ?

When the word "Tango" is said in front of the the 'N' number, it means they are an air taxi that has not been assigned a formal callsign by the FAA.

Are TN operations always conducted under part 91?

Tango November is used for Part 135 (on-demand air carriers) flights. There are two prefixes to the November callsign:
TN - Air Taxi flights
LN - Lifegaurd flights
