Can someone suggest a scanner on me? As cheap as possible and lets me set a few frequencies and scan them and play it when noise is detected

How cheap? Interested in new or used?  Just interested in civilian aircraft or both civil & military?

If you want new you can pickup just about any scanner at Radio Shack.  They have 2 different scanners for $99.00 that will do both Civil & Military.  I just don't know how good those models are.

If you want a new scanner that is known to be of excellent quality for both Air Bands the Uniden BCT15x is a great model. You can find them new for $200. (I have 1 and love it). 

Or if you look on line you can find a Uniden BC-780XLT for around $100, again does both Air Bands and is an OUTSTANDING scanner for VHF and UHF Air Bands.  I have 8 of those, can't get enough!

Look on your local craigslist in your area, you'll probably be able to pick up something that will work for $50.00

Pawnshops are a hit-and-miss depending on your area.  When I lived in Pennsylvania I picked up several great scanner deals, but down here in Florida eventhough there are more pawnshop, they want crazy prices, I've seen junk scanners down here in pawnshops be priced at new prices plus!

I've been using the BC-355C and N series scanners. Nice small form factor. Easy to program, great sensitivity. Low cost.

I've purchased the "Like New" from the Uniden site with no problems. In fact they look new to me but no display packaging.

yes, the BC-125AT is a great hand held radio. I've got that too.
