Set or fly

Hello,
I teach phraseology to Russian pilots. Can anybody tell me if there's any difference between phrases "Set heading 090" and "Fly heading 090" giving instructions to pilots? The latter seems to be more correct as it is prescribed by Doc 4444. And what concerns me I insist on it. But does it really matter how to issue this instruction? really interested in english-speaking pilots' views.

At least here in the U.S. and Canada, "fly heading xxx" is the correct phraseology.

At best, improper phraseology on the frequency can lead to frequency congestion as either controller or pilot looks for clarification, a repeat of instruction, etc.  At worst, improper phraseology can lead to accidents and fatalities.

In this pilot's opinion, I hope you accept nothing less than proper phraseology.
