CZQX question

For the CZQX feed, is it always scanning through 119.425 Gander Area Control Centre - CZQX
Clearance Delivery (RAFIN to BOBTU, 2330-0530Z), or does it autmatically only scan it through those times?

Or does it mean only during those times pilots are on?
