Remove Static from No-Squelch Radio Recordings

Does anyone know how to remove the static from ATC recordings made using an airband scanner that does not have a squelch feature? Audicity is teriffic for removing silent gaps from clean recordings like those in LiveATC's archive. So I tried to remove static from recordings I made with a Kaito Airwave scanner, using Audacity's "Noise Removal" feature; but the results haven't been good. Any tips will be much appreciated.
