Ground control is up in the tower with local control/"tower". They must coordinate a lot of things together and it wouldn't work to have them on different levels.

I don't think that lower level area is part of the FAA staffing.  I believe it is the IAT ramp controllers, as well as the coordinators for terminal 4 (the ramp tower).

Yes, remember the entire structure leading up to the protrusions on top are filled with offices and such. I'm sure there's some type of janitorial closet labeled "Controller Break Room" in there too.

So the IAT Terminal 4 ramp control is in the tower? Are there any offices in the base of the tower or are most of those mechanical rooms?

the larger hump just below the tower is for airway facility workers. the keep all the safety equipment working and up to date (alot of computer equipment) the 2nd section is where the iat ramp control works.

I'd say offices...there is a lot of back office work with every facility. not to mention Airway facility folks.

I take it that the section up top in the back with no windows is where all of the computer systems and other mechanical systems are house?

Id guess its actually the tracon.  Its usually right below the tower, and their area would mostlikely have no windows either

Nah, the tracon is located off airport. There's only a handful of facilities that have the tracon with the tower these days.

One of those is PBI. However, the FAA is going to move the facilities to Miami once the new tower is built here, in which construction should be starting  by the end of the year.

What is PBI and I thought that Miami already had a new control tower? Why are they being moved down there?

PBI is Palm Beach International Airport

Yeah right after I posted that message I realized that PBI was Palm Beach International Airport.
