Title: Question About What I Heard

The other day while listening to JFK Departure I heard the controller tell a pilot something about pilot deviation.  He then gave the pilot a phone number to call.  What does this mean?  Thanks.

A pilot deviation is a term used when a pilot deviates from an ATC clearance.  Actions such as climbing/decending through an assigned altitude, not complying with a radar vector, or even deviating from the route of flight for which an aircraft was cleared (without notifying ATC).

Sometimes these deviations can result in a loss of separation which is pretty serious.  The phone number was probably to the watch supervisor's desk at the ATC facility in an attempt to obtain more information about the incident.

Are you sure you are not thinking of the incident recorded in this clip:

The pilot violated a TFR, temporary flight restriction.  A TFR is a designated area in which pilots are not allowed to fly...period.  (Though you can often obtain clearance).  The president always has a large chunk of airspace around him (on the ground) into which you can not fly.  The pilot in this clip violated one of these presidential TFRs I believe.  Hope this helps.
