are they having any tours to tower facilities ?

I toured the SYR tower/approach facility (what I was told is called an up-and-down by controllers here) three different times, all of which came after 9/11, so they do offer them. My suspicion, though, is that they don't offer tours to just anyone off the street. If you have ties to aviation that would be a plus.
At an aviation function recently I learned that the facility supervisor I used to call to arrange a tour had retired this past year. Therefore I do not have a name of the person who would help coordinate this, but let me ask the chief flight instructor at the airport's largest flight school to see who they are currently using.

yes i do, i live about 10 mins away from KSYR . im 15 and im very interested into atc and aviation . its would be great if they hav tours and if im allowed to hav tours , thts even more great :-) and thank you

Call this number and ask to speak to the air traffic manager. Most facilities are willing to give tours to just about anyone (traffic and staffing permitted)
Yesterday we had a group of about 30 boyscouts tour our facility which made for a loud ruckus, but they thought it was cool to be up in the tower....

It'll be very cool if you get to see a couple of F-16s come in on an overhead....assuming the ANG base is still flying there.

yes they r still here . they fly everydayy :-)

But not for too much longer - the base is being converted to an unmanned drone base and soon the F16s will be gone for good.

oh i see . i have a question . do they have ILS available for runway 33/15 ?

No, runway 15/33 at KSYR is served by the following:
1) A traditional VOR approach (one either end)
2) A GPS/RNAV with LNAV minimums - this means that the GPS provides only lateral (runway centerline) guidance and therefore minimums are higher - these approaches can be flown by non WAAS-enabled, IFR certified GPS's.
3) A GPS/RNAV with LPV minimums - this means that the GPS provides both lateral and glideslope guidance and therefore lower minimums, much like an ILS. Those aircraft (including my Bonanza) equipped with a WAAS-enabled, IFR certified GPS can fly these approaches. However, these LPV approaches have been NOTAM'ed not authorized for several months now. I do not know exactly why.
Also, as you may know, runway 15/33 has been closed since September due to runway maintenance. It opens sometime early November.
