New York Area question

Does anybody know the area off of 31L where people view aircraft departures at JFK. I believe it's somewhere over the cross-bay bridge but I am not sure. When I left jfk I saw  the area to my right as the aircraft was banking.

Either Howard Beach or Frank M. Charles Park.  Personally, I prefer Howard Beach.
