Peak and off peak, to combine or NOT to combine your freq's?

Here's an easy question.  If you live in a sector where ATC opens up to combine some freq's on a regular basis and that air space suddenly jams up with traffic, more so than peak periods with the freq's are split, should that ATC sector make a 'special' switch or just keep on going?  I often hear pilots who seem to be waiting to call ATC for instructions, but can't b/c of another pilot on another combined freq going on forever.
