New feature: potentially challenging weather areas

I've added a new feature that lists LiveATC.net airport areas that may be interesting to listen to because of challenging flying (weather) conditions. Challenging weather conditions include low ceilings, limited visibility, high or gusty winds, or thunderstorms.  The page updates every 30 minutes (:10 and :40) and only includes feeds that are connected at the time of the update.

This is an evolving new feature and comments are welcome.

Yeah, I need to post a METAR weather reference.    The next enhancement will be a METAR decoder that you can hover over to read the (much more verbose) plain language version.
