JFK "Metering times" ?

I listen to the JFK Ground feed quite often, and recently I've heard reference to "metering times". For example pilots telling the ground controller when theirs is, or when the controller announced a new ATIS saying "metering is no longer in effect". Is this related to the new tarmac time rules?

"Metering Time" is defined as:

"The time at which an aircraft must depart a metering fix to meet an assigned arrival time."

Remember that at busy airports, especially ones in NYC, the controllers are aware of departing aircraft before they even push back. They assign them a wheels up time, and probably times for leaving the ramp area as well. If you listen to the company traffic feed at JFK, you'll often hear (JBU) pilots calling ops to double check on when they're allowed to call ground for taxi. The airline's dispatcher also can play around with who goes when, say if they have a gate delay for one flight, they can swap slots with an aircraft that's ready now.

Due to the runway closure, the companys have come up with a "metering system" Its like an EDCT for taxiing out. It spaces out the aircraft so theres not too many at the runways. Some people believe this is the FAA's way to NOT go into delays... most planes take their delay at the ramp or sitting somewhere on the airport till their "metering time" comes, THEN theyre considered to be taxiing out for dept. I had a pilot friend tell me that they do NOT get paid during this meter stuff.

That would depend on the company, but generally, yes. Frankly, it is one part of pilot pay that I feel should be fixed. Especially at a regional, you could work a 16 hour day, but only get paid for 8.

An ATC told me American Eagle pilots get paid as soon as they leave the gate, including when they leave to wait out an EDCT time. Not sure how accurate his statement was, though.

Just about all pilots get paid for block time...basically any time the aircraft is not at the gate with the door open.  Generally, when the passenger door closes and the brakes are released, the crew is then on the clock.
