Title: Low pass and line up procedure

When a traffic which has landing gear problem comes for low pass over runway could we give line up clerance when it passes the runway threshold or should we wait until it passes the runway? And also can we give conditional behind line up behind clerance?

This all depends on what country this is occurring in, and what ATC's SOPs are regarding LUAW.

Here in the US, ATC can give LUAW to a departing aircraft after the aircraft on the low approach has crossed the runway threshold. Optionally, that departing aircraft may be asked by ATC to get a set of eyes on the aircraft with the gear problem to see if there is anything that ATC can't catch visually with binoculars.
