Setting up a new feed, ?'s from the ignorant and uniformed

Is this the proper forum to ask question about setting up a new feed?

I have read the FAQ's and my questions are technical (and economic) and are not covered (to my satisfaction).

I sent in an offer to provide a new feed yesterday and am waiting for a response and googling for equipment purchases.

Before I do a brain dump, I thought I'd check if I'm doing it in the right place?
