Do you still remember what time did you recored this clip? If it's around 1-2pm (local) then it is likely to be Lufthansa.

Assuming that we interpreted it correctly to be "clear direct" instead of something else, this phrase means that the pilot is allowed to fly directly to somewhere whenever he like and according to his own judgment.
So what sykocus said regarding this was that an altitude or some sort of location should accompany with this phrase such as clear direct to 2000 feet or maybe in this case clear direct (to the intermediate fix) to intercept the localizer.

what's mean "clear direct pilot discretion " in here?
I don't about know internationally, but in the US direct is only used for navigation not altitude assignments. If a controller says cleared direct "ALPHA" the pilot is to fly the plane straight to the fix "ALPHA". By saying "cleared direct ALPHA at pilot's discretion" the controller is giving the pilot freedom to delay the turn until the pilot wants to.
