LaGuardia Airport New Control Tower

I was searching for some information about the new LaGuardia Airport Control Tower and came across this article. It basically talks about the construction is basically finished and all that is left is for the FAA to install the electronic equipment. What was also mentioned is how the FAA is building a new RCAG site for the tower communications and is going to be connected to the tower via fiber optic cable. Supposedly once everything is complete this is going to improve the audio clarity between the controllers and the pilots. In the forum about the LAX tower it was mentioned that the recieve antennas are on the top of the tower and the transmitters are on the field somewhere, does anyone know if the new LGA tower is going to have a similar setup?

I for one will miss the old 'art deco' tower. It was always nice to see it decorated for the holidays.

On the other hand, I don't think it matters where you put the antenna. Trying to get a clearence at rush hour is just maddness.

Prior question answered here -  no it's not operational yet.

I guess I should have rephrased the way I asked the question. I know that the article said that it was opening this October but since it was written back in January, the October date was just a guideline and knowing how these construction projects sometimes go they are completed ahead of schedule and sometimes behind schedule. Does anyone have a concrete date of when in October they plan on cutting over to the new tower??
