MU readings are values derived from a vehicle with decelerator equipment that measures friction values on the runway.  I think they are valued from 0-100.

My airline gives us the following guidance on runway surface conditions:
Ground-vehicle friction readings: Surface Friction Tester (SAAB), Runway Friction Tester, BV-11 skidometer, Mu Meter, Tapley Meter, Bomonk Meter, Runway Condition Readings (RCR) (RCR is military)

The most common that I ever heard in use was a Mu Meter.  However DTW uses the Bomonk scale

In the Mu scale, braking actions equate to:
>.50 = Excellent
.35-.47 = Good
.26-.33 = Fair
<.24 = poor
