KEWR - Departure Frequencies Change Often

KEWR is my "go-to" airport - have made hundreds upon hundreds of trips via this airport, and I tend to listen to KEWR tower more than any other.
In recent weeks especially, I've noticed that there are frequent changes to the NY Departure frequency, sometimes several times in an hour.
Why would that be the case?

As far as I know, the initial departure frequency for KEWR is normally 119.2

What other departure frequencies have you heard being used?  Its not unusual at all for the initial departure controller to hand off to another departure controller. Im not sure if thats what you mean tho.

What time of day was this happening?
