Title: JFK Tower, callsign: TD 15, or TD 18

I am a loyal JFK Tower listener.  I hear a lot of callsigns such as TD 15 or TD 18.  I believe they might be helicopters.  They are usually flying locally around the city at or below 500'.  Anyone know who or what they are?  I was thinking NYPD, or possibly traffic helicopters.  Thanks.

It's PD18, PD15 etc.
They are indeed NYPD helicopters flying in and out of floyd bennett field to the south west of jfk.
