When a plane is doing an "Over seas" flight. Who controlls the plane as it is over the middle of the ocean.

If you are talking about the North Atlantic Ocean, then it's Gander, Shanwick, New York, Santa Marie or Reykjavic. See map below.

Oceanic Control.

It depends where the aircraft is (or over which ocean) to give you an answer [of which oceanic control handles the aircraft].  

Similar to the NAS, airspace in oceanic control is also split into different facilities [for different location(s) of airspace].

The North Atlantic oceanic facilities are: Reykjavic, Gander, Shanwick, New York, and Santa Maria.

For the Pacific side, for quite a LOT of area, it is controlled by Oakland Oceanic. Exceptions to this are Guam and Honolulu, who have their own center facilities, and the airspace that lies above other countries. But, for the bulk of the Pacific, it is all Oakland Oceanic.
