I saw that over at the AOPA site and it does a really good job of explaining incursions using the animation.

this is a facility in our hub...we had a breifing on it
this was a brand new checkout on local...i belive his first day working local certified....

he did not turn on his RID...and he should NOT have allowed this vehicle operation with such low visibility
