ground metering position at ORD

What is the ground metering position at ORD? Where is the position located?

It must be a position in the Traffic Management Unit (TMU). I am only familiar with the different TMU positions in a Center or Tracon. Any time I have visited a tower, the TMU desk was empty, or the supervisor was manning it.

nope....ground meter is a position in the tower.

My facility does not have it...but someone who i work with worked at STL...when it was busy...and has told me that the ground meter position pulls aircraft into spots, in specific order as to direction of flight, flow times ETC.  then ground control will CALL aircraft from their spots and start their taxi...usually aircraft do not call ground...only ground meter

JFK does this every night, although they do not call it "Metering" per se.  When you call ground on 121.9 with your location, you'll then be instructed to monitor 121.65.  This, essentially, is ground metering. 

ATL has a metering position, but it is not nearly as frequent.

How does this compare with startup (as Schiphol (EHAM) uses)? Startup seems to manage the outgoing flow of airlines wrt. slot times and runway capacity.
