Good Listening now on DCA Feeds

DCA is dealing with tricky weather.  Low clouds/visibility, too low to use runway 19 so they're landing north on Runway 1 with a 7 knot tailwind at the surface, and 26 knot tailwind on the arrival.  And to top it off the Runway 1 approach lights are out of service.  Lots of holding/tricky vectors/missed approaches.

That was with the fog that lasted all day, right?  I couldn't listen to too much of it, but I thought it might be an interesting day!  I did notice they were landing on 1, when my anemometer clearly said there would be a tailwind but couldn't listen long enough to glean why.

Yep, nasty fog that lasted for the better part of a couple days.  The minimums are lower for the ILS to Rwy 1, versus the LDA/DME Rwy 19.  What I don't fully understand is the effect that the approach lights being out of service would have on the approach limitations.  Perhaps someone instrument rated can chime in...
