Differnces with Aussie ATC

I noticed listening to London and many Aussie sights you'll  hear   "no TC speed restriction' 
recently from SYD approach    " maintain 280 knots above  and below 10000 feet'  This is routine

I have heard near SFO  VERY HEAVY heavies to   reguest above to 250K below 10000 feet.   It's almost always approved st 'resume normal speed' or 'approved as requested.'
