Schools in South Korea can request "Quiet Hours" for a variety of reasons, the CSAT are one of the reasons. This is mainly for low-flying aircraft doing approaches and departures. Incheon airport is not in a residential area so is not affected. I'm guessing the testing is staggered by region to prevent a total disruption of local commercial air traffic. In the Pyeongtaek region, Osan Air Base and Desideirio Army airfield are sometimes restricted in their operations due to "Quiet Hours". Aircraft normally take off and land before the event, or are forced to remain in a holding pattern until the quiet time has ended. I once heard a US Army C-12 forced to declare an emergency due to low fuel in order to land safely during a requested quiet period.
