What is it and why do they need special permission? I've heard a lot of this on LAX ground lately.

Cross bleed is the bleed air transfer between engines.
Normally bleed air from the APU is used to start the engines.
For a cross bleed start the engine providing the bleed air needs to be set to a high power level which creates jet blast behind the aircraft.
