The problem was there should have been two controllers in the tower alone, with the addition of a radar controller.

I've seen so much in the media, about having two controllers in the tower, and how LEX was in violation of FAA policy, along with two other airports.
That policy is that local and radar should not be combined and worked by a single controller--that's why they say they're going to use two controllers now, and should have been all along.
Ok, that's all well and good. The fact of the matter is that there are still lots of airports with only one person on the mid, because they are tower only, or their TRACONs close overnight and give the airspace to the center.
To read the coverage in the media, you'd think that from now on there isn't going to be an airport with
only one controller on duty overnight. That simply isn't true...
